Building a new home gives a client a level of control that is difficult to achieve through refurbishment alone. The layout, structure, energy strategy, materials and services can all be developed around the way the property will actually be used.
That opportunity also creates responsibility. A new build involves a sequence of interdependent decisions, and weaknesses at the beginning tend to become expensive once construction has started. The site must be understood, the planning strategy must be credible, the design must be technically coordinated and the procurement route must suit the client’s priorities.
For anyone considering a new build home in Berkshire, this guide explains the main stages from initial site appraisal through to completion.
1. Establish whether the site can support the project
A site should be assessed before a design is developed in detail. The first question is not simply whether a house can fit within the boundary. It is whether a viable, consentable and buildable home can be delivered within the available budget.
A sensible early appraisal considers:
- ownership, title restrictions and the accuracy of the site boundary;
- legal and physical access;
- planning history and the principle of residential development;
- the character, scale and spacing of surrounding buildings;
- utilities, drainage and connection capacity;
- levels, trees, ecology and landscape constraints;
- flood risk and surface-water management;
- ground conditions, contamination and previous uses;
- demolition requirements where a building already exists; and
- orientation, daylight, views, privacy and overlooking.
These issues are connected. A site may appear generous but lose usable area once tree protection, access visibility, drainage infrastructure or neighbour relationships are considered. Conversely, a constrained plot can sometimes support a strong scheme when the design responds intelligently to its setting.
Do not rely only on a sales description or outline planning assumption. A measured topographical survey, title review and proportionate technical due diligence provide a more dependable basis for deciding whether to proceed.
2. Identify the correct planning authority and policy context
Berkshire does not operate as one single local planning authority. The relevant unitary council and its adopted planning policies will determine the application. Local character can also change significantly between a town-centre infill site, an established suburban street and a rural edge-of-settlement location.
The planning team should review the local plan, relevant design guidance, nearby decisions and any site-specific designations. Depending on the proposal, early advice may be needed on heritage, highways, ecology, trees, drainage, affordable housing, planning obligations or biodiversity requirements.
A pre-application submission can be useful where the principle, scale or design approach is uncertain. It is not a guarantee of approval, but it can identify major objections before the client invests in a complete application package.
Most ordinary planning applications have an eight-week statutory determination period after validation, while major or unusually complex applications have longer targets. In practice, clients should allow for validation, consultation, design revisions, specialist reports, planning conditions and possible extensions of time. Planning should be treated as a project phase, not a single date in the programme.
3. Write a brief that can survive real design decisions
A new home brief should explain more than the number of bedrooms and preferred architectural style. It needs to describe priorities, relationships and performance.
Consider:
- who will use the home now and in the future;
- how formal and informal living spaces should connect;
- requirements for working from home, guests or multi-generational living;
- storage, utility, plant and service spaces;
- accessibility and adaptability;
- daylight, privacy and connection with external areas;
- parking, cycles, refuse and deliveries;
- energy, comfort and sustainability objectives;
- the level of finish and bespoke joinery expected; and
- which elements are essential if the budget becomes constrained.
A clear hierarchy is important. If every item is treated as non-negotiable, the design team has no room to manage planning, cost or technical constraints. Identifying priorities allows the project to adapt without losing its central purpose.
4. Create the cost plan alongside the design
A building can be attractive and technically possible but still be financially unviable. Cost planning should therefore begin while the form, area and specification are being developed.
The total project budget may include land-related costs, professional fees, surveys, planning, building control, utilities, demolition, construction, kitchens, specialist systems, landscaping, finance, warranties, sales costs and tax. The exact structure will depend on whether the client is building a private home or undertaking a development for sale.
Avoid setting a construction budget based only on a broad cost per square metre. Floor area is important, but so are the ratio of external wall to internal area, roof form, glazing, structural spans, ground conditions, access, specification, service strategy and external works.
A compact, well-planned house can sometimes deliver better value than a larger building with inefficient circulation and unnecessary complexity. Regular cost reviews help the design team protect the elements that matter most.
5. Appoint the right professional and construction team
A typical new build requires input from several disciplines. The exact appointments will depend on complexity, but the team may include an architect or architectural designer, planning consultant, structural engineer, civil engineer, energy assessor, mechanical and electrical designers, ecologist, arboricultural consultant, quantity surveyor, principal designer and main contractor.
The client should understand what each appointment covers and, equally importantly, what it does not. Gaps commonly arise around drainage design, utility coordination, specialist systems, temporary works, acoustic design, fire strategy and the detailed coordination of service routes.
Where more than one contractor will be involved, the Construction (Design and Management) Regulations require appropriate dutyholders. Commercial clients retain defined duties, while domestic client duties normally pass to other project dutyholders. These roles should be understood and appointed properly rather than treated as paperwork immediately before site starts.
6. Develop the energy strategy as part of the architecture
Energy performance is not an item to add after the planning drawings are complete. The orientation, form, window positions, roof design, plant space and construction build-ups all affect the final strategy.
A robust approach considers:
- continuity of insulation around the whole envelope;
- airtightness and the treatment of penetrations;
- thermal bridges at foundations, openings, balconies, eaves and structural junctions;
- glazing specification and solar gain;
- summer overheating risk;
- ventilation and indoor air quality;
- low-temperature heating and hot-water generation;
- renewable electricity generation and possible storage;
- controls, commissioning and user information; and
- actual maintenance and replacement access.
The strongest result is a home that is comfortable and straightforward to operate, not one that merely contains a list of technologies. Fabric performance, services and controls must be designed together.
This is particularly relevant as England moves towards the Future Homes Standard, which comes into force for most new building work in March 2027, subject to transitional arrangements. Projects being designed now should confirm at an early stage which regulatory standard and building control route will apply.
7. Complete technical design before asking the site to solve it
Planning drawings establish the approved form and appearance. They rarely contain enough information to price or construct the building accurately.
Technical design should coordinate architecture, structure, drainage, fire safety, energy performance, ventilation, electrical requirements, heating, water, acoustic details, waterproofing, external works and specialist packages. It should also define important interfaces such as:
- foundation and drainage crossings;
- steelwork within insulated walls and roofs;
- window and door installation details;
- roof edges, parapets and rainwater outlets;
- service penetrations through airtight layers;
- floor build-ups and thresholds;
- bathroom and kitchen service zones; and
- the relationship between internal finishes and tolerance requirements.
The aim is not to produce drawings for their own sake. It is to remove ambiguity from pricing, procurement and construction.
8. Choose a procurement route that matches the project
There is no universally correct procurement route. The client may complete the design and tender it to several main contractors, appoint a contractor earlier under a pre-construction arrangement or use a design-and-build structure with clearly defined responsibilities.
The choice affects cost certainty, design control, programme and risk allocation.
Before appointing a main contractor, compare more than the tender total. Review scope coverage, exclusions, provisional sums, programme, preliminaries, design assumptions, proposed team, supply chain, relevant experience, insurances, financial standing, quality systems and the process for managing change.
A realistic price based on a coordinated scope is more valuable than a lower figure containing unresolved gaps.
The building contract should state who is responsible for design, payment, variations, extensions of time, insurance, completion, defects and dispute procedures. For development projects, funder, purchaser or warranty-provider requirements may also affect the contract documents.
9. Plan conditions, utilities and long-lead items before mobilisation
Planning approval is often subject to conditions that must be discharged before specific work begins. These may relate to materials, landscaping, drainage, ecology, contamination, construction management or highways. Starting before the relevant conditions are satisfied can create serious risk.
Utility applications can also take longer than expected. Electricity capacity, water, sewer connections, telecommunications and any required diversions should be reviewed early.
The procurement schedule should identify products that influence design or programme. Windows, structural steel, roof systems, heat pumps, switchgear, specialist finishes and bespoke joinery may all require early technical approval and manufacture.
The construction programme is more reliable when these dependencies are visible before the site team arrives.
10. Understand the main construction stages
Every project is different, but a new build commonly progresses through the following broad sequence:
Mobilisation and enabling work
Site setup, hoarding, welfare, temporary services, surveys, demolition, vegetation clearance and any required protection measures are completed.
Groundworks and substructure
Excavation, foundations, below-ground drainage, incoming services, ground floors and waterproofing are formed. Inspection hold points are important because many elements will soon be concealed.
Structure and envelope
The load-bearing frame, external walls, upper floors and roof are built. Windows, doors, membranes and roof finishes then move the property towards a weather-tight condition.
First fix and internal construction
Internal walls, mechanical and electrical routes, ventilation, heating, drainage, carpentry and other concealed systems are installed and coordinated.
Finishes and second fix

External works, testing and commissioning

Quality cannot be inspected into a project only at the end. It should be managed through approved information, samples, benchmark areas, inspection points, photographic records and clear responsibility for closing defects.
Particular attention should be paid to work that will be hidden, including reinforcement, waterproofing, insulation, airtightness layers, fire stopping and service penetrations. Once finishes are complete, correcting these elements can be disruptive and expensive.
Clients should also understand how design queries and substitutions will be controlled. An alternative product is not automatically equivalent simply because it appears similar. Its performance, warranty, appearance, installation requirements and effect on connected details should be reviewed.
12. Treat handover as a project stage
Practical completion should not be reduced to receiving the keys. A proper handover may include:
- building control completion documentation;

- testing and commissioning certificates;
- energy and air-test information;
- warranties and guarantees;
- as-built drawings;
